Understanding the Renters’ Rights Act

The Renters’ Rights Bill became law as the Renters’ Rights Act in October 2025. The Government has confirmed that Phase 1 of the reforms will take effect from 1 May 2026—introducing periodic tenancies, a ban on rental bidding, and Section 13 rent reviews.

Phase 2 will follow in late 2026, covering a landlord property compliance database and a new Ombudsman.

Finally, Phase 3 will roll out the Decent Homes Standard, though the exact date is yet to be announced.

Key Reforms of the Renters’ Rights Act

Phase 1 – Periodic Tenancies

Overview: Fixed-term tenancies will be replaced with rolling periodic contracts, allowing tenants to give two months’ notice at any time.
